Before You Apply — Important Preparation Steps

Do these things before starting your application. Skipping any of these steps will cause your application to fail or be delayed.

Step 1 — Complete Your PSER Survey First The Punjab Social Economic Registry survey is mandatory before applying. If you have not completed it your application will be automatically rejected regardless of eligibility. Visit pser.punjab.gov.pk or any e-Khidmat Markaz to complete the survey before doing anything else.

Step 2 — Check Your Eligibility Send your CNIC number to 8123 via SMS. If you receive a positive response confirming eligibility, proceed to registration. If you receive a negative response check whether you need to complete the PSER survey first or whether another eligibility issue needs to be resolved.

Step 3 — Gather Your Documents Have your original valid CNIC, active mobile number registered against your CNIC, and household income and residency information ready before starting.

Step 4 — Confirm Your CNIC Is Active If your CNIC is expired renew it at NADRA before applying. An expired CNIC cannot pass digital verification.

Step 5 — Ensure Your Mobile Number Is Linked to Your CNIC Your mobile number must be officially registered in NADRA’s system against your CNIC. If it is not your SMS verification will fail. Contact your mobile carrier or visit a NADRA office to verify and link your number.

Method 1 — Online Registration via PSER Portal

This is the most convenient method for applicants who have access to the internet on a phone or computer.

• Creating Your Account
• Open your browser and go to pser.punjab.gov.pk
• Click on the button that says Create Account or New Registration
• A form will appear asking for the following information
• Enter your full name exactly as it appears on your CNIC
• Enter your 13-digit CNIC number without dashes
• Enter your mobile phone number that is registered against your CNIC
• Enter your email address if you have one. This is optional but helpful for notifications
• Select your district from the dropdown menu
• Select your tehsil from the next dropdown
• Select your division
• Create a strong password and confirm it by typing it again
• Click the Submit or Create Account button
• You will receive an OTP verification code on your mobile number. Enter this code to verify your account. Once verified your account is active.
• Completing the Registration Form

After creating your account log in using your CNIC number as your username and the password you created.

• Click on New Application or Registration Form
• Fill in the Family Head Details section with the primary applicant’s information
• Enter details for all household members including name, age, gender, and relationship to the head of household
• Provide your complete home address including house number, street, mohalla, village or town, tehsil, and district
• Enter your contact information and confirm your mobile number
• Fill in the Housing Details section accurately. This includes the type of construction material used for walls and roof, number of rooms, and whether you own or rent the property
• Enter Agricultural Land Information if your family owns any land, including the size in acres and whether it is irrigated or rain-fed
• Provide your household income information including all sources and the approximate monthly total
• List the appliances and assets your household owns
• Answer all additional socio-economic questions honestly and accurately
• Review and Submit

Before clicking submit go through every section of the form carefully. Check that your CNIC number is correct, your address matches your actual residence, your income figures are accurate, and all family members are listed correctly.

Click Submit Application. You will receive a confirmation SMS on your registered mobile number with an application reference number. Save this number as you will need it to track your application status.

Method 2 — Registration via Helpline 1000

This method is available to anyone with a phone and is completely free to call.

• Pick up any phone whether mobile or landline
• Dial 1000
• The call is completely free of charge with no deduction from your mobile balance
• A helpline operator will answer and guide you through the registration process
• When asked provide your full name as it appears on your CNIC
• Give your 13-digit CNIC number clearly
• Confirm your household income details when asked
• Provide the number of family members in your household
• Give your complete home address in Punjab
• Answer any additional verification questions the operator asks
• The operator will submit your registration request in the system
• You will receive a confirmation SMS on your registered mobile number once the process is complete

If the helpline is busy during peak hours try calling again after a short wait. The lines are operational during regular government working hours.

Method 3 — Registration at e-Khidmat Markaz

Punjab’s e-Khidmat Markaz centers are dedicated government service points available across the province where citizens can access government services with staff assistance.

Find your nearest e-Khidmat Markaz by asking at your local Union Council or searching the Punjab government website

• Visit the center during working hours. Bring your original CNIC with you
• Tell the staff member at the counter that you want to register for the Ehsaas Rashan Riayat Program
• The staff member will verify your CNIC and check your current eligibility status
• If your PSER survey is not yet complete the staff can help you complete it on the spot
• They will then assist you in filling out the full registration form on the computer
• Review the information they enter before they submit to make sure everything is correct
• After submission you will receive a confirmation SMS on your registered mobile number
• The service at e-Khidmat Markaz is completely free

Method 4 — Registration at Union Council Office

Union Council offices are the most locally accessible option especially for families in rural and semi-urban areas.

• Visit your nearest Union Council office during working hours
• Bring your original CNIC and be prepared to provide household information
• Ask the Union Council representative for assistance with Ehsaas Rashan Riayat registration
• They will record your details and submit your application through their connected system
• This service is free of charge

In some areas Union Council staff proactively conduct community registration drives. If such an event is announced in your area take advantage of it as staff will come to your location to assist.

Method 5 — PSER Field Survey Registration

The Punjab government periodically sends field survey teams to conduct door-to-door registration visits in targeted areas particularly in rural, backward, and hard-to-reach communities.

If a PSER field team visits your area they will complete both your PSER survey and your Ehsaas Rashan Riayat application on your doorstep. You do not need to travel anywhere or arrange anything in advance. Simply be available when the team visits and have your CNIC ready.

To find out if a field survey is planned for your area contact your Union Council office or check announcements from the Punjab government on official channels.

What to Do After Submitting Your Application

Once your application is submitted follow these steps to stay informed about its progress.

Save Your Reference Number — Note down the application reference number you receive via SMS immediately. You will need this to track your status.

Keep Your Phone Active — The government sends verification requests, status updates, and approval notifications via SMS. Keep your phone on and check messages regularly for at least two weeks after applying.

Do Not Submit Multiple Applications — Submitting more than one application from the same household causes automatic disqualification. Submit once and wait for the result.

Respond to Verification Requests — If the government sends you a message asking you to visit an office or respond to additional questions, do so promptly. Ignoring verification requests can result in your application being closed.

Wait for the Processing Period — If you are already in the PSER database processing takes 24 to 48 hours. If you are newly registered expect 3 to 7 days for full processing.

Common Application Errors and How to Avoid Them

Error — CNIC number entered incorrectly Always double check your 13-digit CNIC number before submitting. Even one wrong digit causes the system to fail verification. Copy it directly from your CNIC rather than relying on memory.

Error — Mobile number not registered against CNIC Visit your mobile carrier or a NADRA facilitation center to confirm your number is linked to your CNIC in the national database before applying.

Error — PSER survey not completed Complete the PSER survey at pser.punjab.gov.pk or at an e-Khidmat Markaz before attempting to register for rashan. The system will not process your rashan application without a PSER record.

Error — Household income stated incorrectly Provide your actual approximate income. If your stated income does not match what official records show your application will be flagged for additional verification and may be rejected.

Error — Submitting multiple applications Never submit more than one application for your household from any method or channel. Multiple submissions trigger an automatic permanent disqualification flag in the system.

Error — Using unofficial websites or agents Only use official government portals and official helplines. Any website or person not affiliated with the Punjab government cannot submit a valid application on your behalf and may be attempting to defraud you.

Frequently Asked Questions About Applying

How long does registration take?

Online registration takes about 15 to 20 minutes if you have all information ready. At e-Khidmat Markaz or Union Council it takes a similar amount of time with staff assistance.

Can I apply on behalf of a family member?

Yes but the application must be in the name of the actual household head and all verification will be done through their CNIC. The eligible person must ultimately be verifiable through NADRA records.

What if I make a mistake in my application?

Visit an e-Khidmat Markaz immediately before the application is processed to request a correction. Once verified and approved changes are more difficult to make.

Is registration free at e-Khidmat Markaz?

Yes completely free. No fees are charged at any official government registration point. Anyone asking for money is committing fraud. Report them to 0800-26477.

Can I apply from outside Punjab?

No. The program is specifically for families currently residing in Punjab. Applicants must be permanent Punjab residents.

What if my area does not have an e-Khidmat Markaz nearby?

Use the Helpline 1000 which is free to call from anywhere in Punjab. Alternatively visit your Union Council office which exists in every area of the province.
